California Title 24 Update

Effective January 1, 2026

California's updated Title 24 Energy Code introduces significant changes to pool and spa heating systems starting in 2026. These updates aim to reduce energy consumption and greenhouse gas emissions across residential, multifamily, and nonresidential buildings.

Key Requirements for New Installations:


Primary Heating Must Be Solar or Heat Pump:

   *Solar thermal systems are prioritized as the primary heating method.

   *Heat pump pool heaters are also allowed and considered highly efficient.

Gas Heating Restrictions:

   *Gas heaters can not be used as the primary heating source.

   *They may only be used as a supplemental source and must be paired with either

      a solar thermal or heat pump system.

Compliance Triggers:

   *Applies to new pool/spa installations, adding heating to previously unheated

    pools/spas, and certain alterations.



Rules for Replacing Existing Gas Heaters:

Replacement is Allowed:

   *Existing gas pool heaters can be replaced with new gas heaters if the pool already had gas 

     heating.

   *The new unit must meet California's efficiency and emissions standards.

No Solar/Heat Pump Requirement for Replacements

   *If the pool was already heated with gas, you do not need to install solar or a heat pump to

     replace the heater.

Permit Date Determines Code Applicability

  *Projects permitted before 1/1/26 are not required to comply with the new 2026 Title 24 updates-

    even if construction continues into 2026.

   *The code in effect at the time of permit issuance governs the project's compliance requirements.

   *If the permit expires or is withdrawn, and a new permit is indued after 1/1/26, the project must 

    comply with the 2026 code.

Why the December 31, 2025 Deadline is Important

Projects with complete permit applications submitted by 12/31/25 can be reviewed and approved 

under the less stringent, current code. Benefits of doing this include:

   *Lower equipment cost and simpler design.

   *Less complex compliance documentation.

    *Faster permit review.
